I think the name of the comic is Asaekkiga by Yang Young-Soon, but I could be wrong…

UPDATE:  Fairly-wrong.  That’s what I get for believing the internet.  The name of the strip is Asaekkiga Chu-ri-ning by Yang Young Soon Lee, sang-shin & Kook, joong-rok.

First, I am the same person that left a comment at neatorama.
Second, the comic strip at http://www.neatorama.com/2008/03/10/asaekkiga-comic-by-yang-young-soon/ is Chu-ri-ning, all right.
Third, you are right. That IS Asaekkiga(http://isplus.joins.com/cartoon/01/cartoon_01.html) by Yang.
